I guess one major had a plan utilizing school buses to evacuate in case of a hurricane and another actually utilized his buses. While I haven’t heard Nagin specifically blame anyone for their problem — by name — I have seen how he did NOT follow through his own game plan and not take responsibility for it. On the other hand, two weeks later another hurricane comes rolling in and low and behold, another major steps up to the plate and saves his town. Not a single death. Same situation, same tools, different results. Interesting, no? :)
